I'm also concerned it will be ineffective like everything else well meaning Internet legislation has done, like can-spam, dmca, etc...

Simple technical methods exist to reduce tracking such as browser plugins and Chrome's and IE8's private browsing options, or using a separate browser for facebook, etc...

Privacy really needs simplification not more laws. An example of useful simple privacy awareness is when one installs an app on an android phone. It gives a simple bullet list of what the program can do such as whether it has gps location access, access to contacts, access to files, access to network etc... and you can decline to install it.
