Robert Rini was quoted in Communications Daily on April 28, 2011 about the FCC's over-use of auctions to allocate spectrum, in the context of the current radio station auction. Rini calls for the FCC to "establish a secondary market" because it would be more efficient in allocating spectrum to meet current consumer demand. "There are so may stray cats and dogs that are left over from other auctions."
